Strengthening Crisis Preparedness: First IMERA Implementation workshop

The European Commission has launched discussions with Member States to implement the Internal Market Emergency and Resilience Act (IMERA). The 1st high-level workshop, held on 31 January, focused on aligning strategies and strengthening the EU’s ability to respond swiftly to future crises. With IMERA set to apply from mid-2026, efforts are now underway to develop IT tools, crisis checklists, and liaison offices to safeguard the Single Market in times of emergency.

To enhance the EU’s crisis preparedness, the European Commission has initiated hands-on implementation discussions for the Internal Market Emergency and Resilience Act (IMERA). The first in a series of high-level workshops took place on 31 January, bringing together national experts to coordinate efforts, share best practices, and develop concrete crisis response strategies.

IMERA is designed to protect the functioning of the Single Market during crises, ensuring the continued flow of essential goods and services while minimising supply chain disruptions. As implementation progresses, the focus is on developing IT tools, setting up liaison offices, and creating crisis checklists to be used in large-scale simulation exercises. These measures will help the EU anticipate and mitigate potential threats to supply chains and free movement.

Set to apply from mid-2026, IMERA strengthens the Single Market’s resilience by enhancing coordination between the Commission and Member States. It introduces large-scale crisis simulations, supply chain stress-testing, and a toolbox of measures to ensure availability of vital goods and services. By drawing lessons from past crises, IMERA will help the EU maintain economic stability and ensure a rapid response to future challenges.
